Probably PC but running DOS 5.0. There was a time when PC game graphics was inferior to consoles. EGA could only do like 16 colours at once.

It wasn’t on the cover but if I remember right it was pictured as “the fastest production car”. It was neither of those things but what do you expect from a book put out by a brewery?
